Diplomatic Record
Council with the Oto and Missouri Nations
The record of the first formal council between the Lewis and Clark Expedition and a Native American nation, held at Council Bluff (near present-day Fort Calhoun, Nebraska). Lewis delivered a speech asserting American sovereignty and distributed peace medals, flags, and trade goods, establishing the diplomatic template that would be repeated with nations throughout the journey.
At this first council, Lewis and Clark established the diplomatic protocol they would follow throughout the expedition: raising the American flag, delivering a speech about the “Great Father” in Washington, distributing peace medals and gifts, demonstrating the air rifle, and proposing trade and peace. The Oto and Missouri chiefs listened politely but were more interested in trade goods than political allegiance. This meeting set the pattern for dozens of similar encounters along the route.
