Jefferson’s Instructions to Meriwether Lewis

Thomas Jefferson
June 20, 1803 Pre-Expedition Library of Congress, Washington, D.C.
President Jefferson's detailed written instructions to Captain Meriwether Lewis outlining the objectives of the expedition. This foundational document directed Lewis to explore the Missouri River, find the most practical water route to the Pacific, document Native American nations, record scientific observations, and establish American sovereignty over the newly acquired Louisiana Territory.

Jefferson’s instructions represent the most important planning document of the expedition. He directed Lewis to observe and record: the names, numbers, and territories of Native nations; their languages, traditions, and occupations; the soil, climate, animals, and plants; mineral resources; and the courses and navigability of rivers. Jefferson emphasized diplomacy with Native peoples, instructing Lewis to treat them “in the most friendly & conciliatory manner” and to inform them of American sovereignty. He also directed Lewis to send copies of his notes back at multiple points to safeguard against loss.
